bpv leaking?

so, i'm running and have been running a cobb ots stage 1 map for the past 1000 miles or so, and the ecu should have learned by now. I did recently put a new short block and would assume everything should be snug since it was done at the dealer. Boost should be at about 15.8 taper to 12ish but i'm only getting 14.2ish to 10.

How should i go about finding this and also if i don't find a leak in the piping, how do i check the bpv?

I have a stock you can swap to check. Also just for giggles... (I know your exhaust is loud so you might not hear a boost leak) check the connections to the intercooler to throttle body hose. I battled leaks in that area for a long time. That would easily keep you from boosting all the way to target.

 
my car actually isn't loud right now lol, haven't put it back on since getting it fixed. But i sometimes hear a fluttering sound at full throttle, but i'll check the connections by spraying soap water around them

 
Hard to make boost to check for bubbles without driving it (and being under the hood at the same time). But you should be able to build enough boost sitting there and revving it to show something. You'll have to have some one rev it while you look with a flashlights and soapy water. Might just start by looking for dirty/oily spots on or around your hose couplings. Typically boost leaks show as a little bit of an oily spot (blow-by) on a clean engine bay.
