Brake issues

98 impreza no ABS front discs, rear drum, problem came on slowly.. brake pedal all the way to floor not stopping well. took out to field at 30 mashed the brakes and only the rears lock up.. fluid is clean and clear ... let me hear it my thought is master cyl

 
pedal going to floor sure seems like bad MC

could also be bad caliper/s on front, or deterioorating brake line that's not letting pressha to a wheel etc etc

 
bleed the system well first. after that, visually check the lines for moist spots. then start thinking about changing components. remember, start simple
