Clear Coat Peeling

The clear coat is starting to peel pretty bad on my wife's 98 LGT. .... It looks as if its got a bad sunburn..

My questions are

Why has it started doing this??? and what can I do to prevent it? Does anyone else have this problem??

the obvious answer is $$$$ Re-paint... but is there anything else?

Sand it down and repaint it is what I would do. Clear coat deteriorates over time, gets hit just right, or didn't properly bond to the paint when applied. I have a few spots on my car like this where the paint isn't horribly worn down.

My gallant had that baaaad but was a paint defect but getting Mitsubishi to fix it was a chore
