I did put some thought into this...

as most know, counterbalanced engines have a secondary thump. The crank is all theory to what is happening above in the fire strokes. (hence the benz crank 3 main boxer is champion) that is why v8s can be hellacious sounding and getting beaten by a yugo...inline fours are the biggest culprit ever, heading into racing compressions...as they have just enough to wind up into the stratosphere.. it is called "rice"

anyhoo.. if to add science to this law. I would mandate no more than 360 degree chase to the next fire in a four stroke cycle.. as simple as I can say it, this makes harleys illegal, and a flat two legal, or an inline two, that would remain legal.. the harley cannot...this makes a one cylinder on the road be illegal as well.

This suggestion also bans hit and miss engines, and rotaries.. that wipes out several impossibly unbalanced sounds all at once.

I have read the legislation in pdf form, it is not all that smart...maybe judges can be, to work with it.

MECALM believes this bill is an important first step, but may have limited impact because it's so easy to install a bike's original quiet muffler for inspection, then immediately swap it out for an illegally loud altered or after-market exhaust system.

1. Yes, that would happen without a doubt.

2. I wonder what some people would consider a "quiet" exhaust for a motorcycle. I have the stock exhaust on my Honda (V4 engine), and it is still louder than both the RallyJeep and the Audi. The Jeep can get bloody loud too. Bikes are just inherently loud.

3. I also agree with you that a staight piped Harley is a rather annoying sound. There is no reason that something that can rival the exhaust note of a stock-car needs to be buzzing down the road.
