Wiper arm spacer??

I recently bought a 99 Legacy Wagon, the windshield was cracked. The last owner said it had been in a minor accident, based on other things I think he was minimizing, but the car was cheap and it runs. ANYway, I had the windshield replaced, then discovered the passenger wiper arm scrapes the windshield - specifically, the spring to allow it to raise out is running across the windshield. I took it off to prevent new damage, but am wondering if there is supposed to be a spacer between the arm & the vent cover? there's one under the driver wiper. Can anyone help me with this? Thanks.

 
Should just slide down on the linkage and held down with a nut. Either the arm is bent or the linkage is mess up

 
The shape of the arm matches the driver's arm, so I thought it wasn't bent. I wasn't able to get the driver's arm off the post so I could switch them and test it.

 
Further examination shows that the linkage post has somehow gotten tucked under the platen that covers the vents under the wipers, and the black portion of it has been rubbing against the upper edge of the hole in the platen for who knows how long. Car was in a supposedly minor accident and the hood was replaced, am wondering if something else has happened, that pushed that post down a half inch (i.e. linkage is messed up). If I knew what an undamaged one looks like I might be able to figure it out, or I need to take the platen off and look at it more closely.
