and will this stuff fit an 03 foz.

They'll fit any 98-08 forester.

So they will fit a 99 impreza with the right top hats? Looking at one hopefully. Would like to lift it if I get it.

Just the rear top hats are different. You can either swap the gc too hats onto the forester struts, or drill for the different stud spacing in the car.
