I'm not any kind of expert on these things but I believe there are like universal sizes that would fit on the end of the pipe. Is the filter actually up under the fender, or is that black cylinder the filter?

You could always source a stock air intake and remove this mod. CAI on a Scooby doesn't add much since the stock one draws cold air in anyway.

Very true. The filter is down the depths of the bumper and they're usually a cone filter if some type. You could take it off and measure the inlet diameter and find another filter with the same inlet.

That is a cobb intake. Took me a bit of searching but I knew it was made by a bigger name. As for the filter your best bet would be to take it out and look for a part number. If there is none then it is down to measure and research.

^What couped said. It's a COBB intake. Don't see them very often. Should be cleanable.

Yup I have owned a couple of those if it still has the original filter it should be washable with just some dish soap and a scrub brush and I'm pretty sure it's a oil able filter like k&n just be careful with the filter casing (the black piece) they are kind of fragile

I had one of those on my 00RS.  That tube always rattled so I put a piece of tubing (split down the middle) around the inside of the opening into the fender.  Good chafe/bump protection.

Ok awesome thanks for the help! I will take the filter out and put up a picture just to make sure it the original one.

I had one of those. The filter went to hell and I called Cobb about it and they said they discontinued the filters. I tried to find a similar one to fit it with no luck.
