Redesigned start bar.
Improved boot time/shutdown time.
Requires less powerful hardware.
Better handwriting recognition.
Notification center.
UAC tweaked a little bit.
Windows media player sucks less, you can use it to play most video files out of the box now.
Windows snap to the sides and top of the screen to either go half screen or full screen respectively.
I run vista on my tablet PC, which is 1.00ghz, 3 gigs of ram, and a 4200rpm hard drive. The specs are considered very weak, yet vista performs fine on it except for a slow boot and shutdown time. Vista was fine, it just got destroyed by the media and everyone parroted Digg articles and blogs they read saying whaaaaa Vista is awful. Vista was a perfectly acceptable OS that was plagued with a weak launch and bad hardware drivers, once service pack 1 hit it was smooth sailing.
Windows 7 feels a lot like Vista. Microsoft has re branded it and polished it up and people are complaining less. People still are going to whine about UAC, but you can shut it off if you feel you don't need your hand held.
